New Quilt top

I need to decide how to quilt this new quilt top.  Should I just outline and put quilted borders on it?  Or should I outline, fill in the blank areas with designs and quilting, and quilted borders?  Any suggestions?  Thanks

Last night, we're at a lacrosse game that our son coaches. His 4yr. is sitting by me and says within shouting range...Did you know grandma Betty is dead? (MY 87yr old  MIL passed last Aug.) Someone shot her...well, I started laughing so hard (there were times, I could've held the gun) and everyone else was dying with laughter. Today was a very sad day for Oklahoma..It sickened me to see the leveled school from the tornado..so many people dead, homes gone! And here I sit, safe in my beautiful house..in the desert on So.Calif. last week, we had wild fires burning right over our hills..heading to the ocean..My heart beats fast, just thinking about it..to calm my nerves, I pulled out my Red Tulip Quilt, I started last year, trying to recover from 6 operations I had in 2011&2012. For all of you who were patient with my posts of quilts I was finishing off for the Sun County Quilter's Show, thank you for your encouragement!  I entered 10 of the 15 quilts and was amazed to find I had 6 ribbons!  I'm not going to bore you with the photos again, I will just enumerate the winners:

Craftsy BOM 2012

Finished up my BOM.  I used all Christmas fabrics so I'm way ahead of schedule (granted it was a 2012 BOM series).  Lots of new experiences doing this sampler -  paper piecing, Drunkard's Path, Dresden Plates, and English Paper Piecing.   I learned not a big fan of EPP, and will probably avoid it all all cost…
