Linda is cautious, but RIGHT! Do not start on a shoestring! Have enough money to operate for 5 years without making a dime. I'm serious! The inventory is so very expensive. So many start-up quilt shops fail, especially in these difficult times. If you have the money on hand, research, research, research. Know your competition and your prospective customers. Owning a quilt shop is not a "hobby" to undertake lightly.
There are some fabric stores in Fabshophop.com that only do it online. I have also heard it cost $$$$ to have a account with Visa. You might start small using Esta or eBay doing cut kits and the like. The bank told me I really have to have the money.
Take a class in tax preparation this fall at HR Block. For $150 you'll learn how to do your own taxes and file a schedule C (business) return. That will give you a rough idea of what records you'll need to keep for your business. Except for payroll, most everybody hires an accounting firm for that. I so wanted to buy the LQS near us and DH said NO!! :( Good luck!
